HMIS Committee

Minutes

Co-Chairs:  Benjamin Cornell (SAFE Haven) and Jori Chambers (Women's Resource Center)

Role: The HMIS Committee is responsible for developing policies and procedures, identifying training needs and opportunities, and overseeing agency data quality. Wisconsin Service Point (WISP) is Wisconsin’s Homeless Management Information System (HMIS). The committee provides oversight to the Point in Time Workgroup.

  • Point-in-Time Workgroup 
    Chair: Scott Metzel – HOPES Center of Racine County 
    Role: The workgroup is responsible for planning the January and June Point in Time. Data is reported to the Collaborative Applicant/Lead Agency (HALO), and the HMIS Lead Agency (Institute for Community Alliances). 

Standards Committee 

Chair: Gai Lorenzen, Homeless Assistance Leadership Organization (HALO)

Role: The Standards Committee oversees several Workgroups. The role is to develop various standards for HUD CoC and ESG-funded organizations.

Coordinated Entry Workgroup

Chair: Iraida Vazquez – Institute for Community Alliances (ICA)

Role: The Coordinated Entry Workgroup is responsible for developing and implementing standards for Coordinated Entry. Training other organizations in CE, and holding regular CE case staffings/by-name list meetings are also duties of this workgroup.

Prevention Workgroup

Chair: Gai Lorenzen, Homeless Assistance Leadership Organization (HALO)

Role: The Prevention Workgroup is responsible for identifying and implementing strategies to address homelessness prevention. Program standards are the duties of this workgroup.

Housing Workgroup

Chair: Kathy Snyder, Racine Revitalize Racine Partnership 

Role: The Housing Workgroup is responsible for identifying and implementing strategies designed to increase housing stability, maximize the use of existing housing resources, identify and develop new housing opportunities and increase the number of clients placed in permanent housing. Program standards for Rapid Rehousing and Permanent Supportive Housing are included in the duties of the workgroup.

Shelter Workgroup

Chair: Gai Lorenzen, Temporary, Homeless Assistance Leadership Organization (HALO)

Role: The Shelter Workgroup is responsible to identify and implement strategies designed to access supportive services while in a shelter, reduce the length of shelter stays, reduce shelter returns, and increase the number of individuals exiting a shelter to permanent housing. Program standards for shelter are included in the duties of the workgroup.

Evaluation Committee

Chair: Teresa Reinders, Homeless Assistance Leadership Organization (HALO)

Role: The Evaluation Committee is responsible for evaluating new and renewal projects funded by HUD CoC and ESG.

Ranking and Selection Workgroup

Chair: Open

Role: This workgroup ranks and selects projects for HUD CoC and ESG funding.

Monitoring Committee

Chair: Iraida Vazquez (Temporary), Institute for Community Alliances, and Gai Lorenzen (Temporary), Homeless Assistance Leadership Organization (HALO)

Role: The Monitoring Committee is responsible for monitoring HUD CoC and HUD ESG-funded programs for compliance.

Grant Committee

Chair: Gai Lorenzen, Homeless Assistance Leadership Organization (HALO) 

Role: The Grant Committee assists the Collaborative Applicant/Lead Agency in the preparation and submission of applications for homeless funding originating from HUD, the State of Wisconsin, and the City of Racine.
