Racine Continuum of Care

MISSION

The mission of the Racine Continuum of Care  is to coordinate organizations in Racine County to prevent and end homelessness.

HISTORY

The Racine Continuum of Care covers the entirety of Racine County.

The Racine Continuum of Care (CoC) began in 1996 when a group of organizations collaborated to submit the Housing and Urban Development (HUD) annual Permanent Supportive Housing (PSH) Application for Racine County.  Currently, the CoC is  recognized by federal, state, and local government as the entity responsible for carrying out the regulatory requirements found in the HUD CoC regulation.  These responsibilities include planning, implementing, coordinating, and evaluating a continuum of services to prevent and end homelessness.  The Lead Agency for the Racine Continuum of Care is the Homeless Assistance Leadership Organization (HALO).

Homelessness and Housing Alliance of Racine County

Out of the initial collaboration in 1996 to submit the Permanent Supportive Housing Application, the Homeless Assistance Coalition (HAC) was formed. In addition to supporting CoC efforts to submit the annual PSH application, it provided on going, year round advocacy for all issues concerning homelessness.  In 2013, HAC became an unincorporated association and changed its name to the Continuum of Care for the City and County of Racine, U.A.  In January 2019, the name was changed to Homelessness and Housing Alliance of Racine County, or “The Alliance”.  It is a membership organization with designated leadership and a steering committee.
